Project Manager, Integrity Management System Development

Led a Team of QSI's Specialists to integrate QSI's Technology Package with client business activities which resulted in a tailored Integrity Management System for an oil & gas company's corporate activities, including its projects. The Integrity Management System identified a hierarchical approach to management systems through the identification of select topics and flowing-down their requirements to result in overall mitigation of risk through the implementation of the Integrity Management System.

2005-2006 Rotational Assignment
Assigned to improve problematic contractor drilling rig non-productive time (NPT) for a multiple-rig drilling program using fast drilling techniques. To date, successful in implementing process improvement projects at contractor facilities to realize significant improvements in NPT and in identifying contributing factors to NPT for other contractors.
Gulf of Mexico Exploration & Production Company
Consultant: Operational Assessments

Performed process-specific assessments for oil well cementing services to assess and identify the differences in process and subcontractors with regards to cementing casing offshore for shallow gas wells.
Approximately 10 facilities were assessed, including subcontractor analytical laboratories; their bulk storage and blending facilities and their cement distribution supply chain and raw material suppliers. Additionally, interviews were conducted on subcontractor cement design personnel, the customer drilling engineers and rig foreman. The assessments resulted in the identification of numerous contributing factors to the cementing failures and ultimately led to process changes within the E & P Company and responsible contractors.
International Exploration & Production Company
Lead Assessor: Process Assessment
2002-2004
Performed specific assessments in 17 facilities in 7 countries to verify that auditees were performing to contractual requirements for an offshore, deepwater project. Assessed an Engineering Procurement Center, their consortium members and select subcontractors. Sample products/services included: gas lift risers, manifolds, umbilicals, wellhead equipment, control systems, project management and procurement functions and engineering services.
The assessments focused on the technical aspects of processes to verify the validity of the supplier’s activities (welding, soldering, heat treating, machining, calibration, welder qualification, coating, plating, chemical analysis, mechanical testing, inspection and testing, factory acceptance testing, non-destructive examination, visual and dimensional inspection, functional testing, etc.).
Additionally, set up and managed a corrective and preventive action system for progress reporting and for contractor / subcontractor implementation.

Consultant: Operational Assessment
2002
Performed an operational assessment of the Client’s business system (activities, processes, interfaces) using benchmark business models as a baseline. Such models include pre-established information for quality and process management, including business continuity. An example of one such model is ISO 9004, Quality Management Systems – Guidelines for performance improvements.
The results of the assessment were reported to the Board of Directors. Resulting recommendations included roles and responsibilities of board members, intellectual property, facility access and security, confidentiality and proposed operational efficiencies and business continuity.
Russian Federation Exploration & Production Company
Consultant: Quality Management Systems
2001 (approximately 3 months)
Developed the following:
- A Technical Passport Development Procedure for oil and gas equipment being shipped internationally to Sakhalin Island in the Russian Federation
- Technical Passports for specific safety related equipment
- A Vendor Assessment program to assess 40+ Russian suppliers by multiple audit teams. The purpose of the procedure was to standardize the process and the results of multiple teams.
US Department of the Army, Chemical Demilitarization Facility
Lead Auditor
2000-2004 Bi-annual
Performed multiple audits of the management system of the Certifying Engineering Firms for two facility locations.
Audit related activities covered the ISO 9000 quality management system as well as the engineering firm’s procedures for inspections, surveillances and system walk-downs which were developed to meet the requirements of the Contractor designs under their permits from the applicable State Department of Environmental Quality.
Alaska Pipeline Project
Project Team Leader: Right-Of-Way Renewal Assessment
2000 (approximately 3 months)
Lead a team of 12 auditors (who shared management system and technical discipline responsibilities) on an integrated management system audit (quality, safety and environmental) of the Trans-Alaska Pipeline System. The audit included a sampling of 11 pump stations and other specified field locations along the 800-mile pipeline, including the offices in Anchorage, Fairbanks, Valdez and the Valdez Marine Terminal.
The audit also included a sampling of approximately 2,000 contractor personnel (and their activities) that were involved with the E&P Company’s related positions. Some of the project related responsibilities included:
- The development of the auditing procedure for this audit
- Identification of the integrated management system audit criteria
- Meeting with technical discipline auditors (regulatory compliance, safety, EMS, mechanical integrity) to specifically identify critical areas to be addressed in the audit plan
- Development and deployment of the audit plan
- Training auditors to the audit procedure requirements
- Documentation of audit results, including reporting
- Interviewing stakeholders in the Trans Alaska Pipeline System. For example:
- The Joint Pipeline Office (comprised of both Federal and State Regulators)
- A sampling of the E&P Owner Company Presidents
- Auditing select portions of the Quality, EMS and Safety Management Systems (system structure, design, document control, procurement control). Some of the specific areas included were:
- Environmental Permitting
- Grant & Lease Issues
- Permit Acquisition
- Regulatory Body Correspondence Action Resolution Tracking System and related Operating Company commitments
